TL-MR3040 Access Point mode not a router?

I am trying to use the TL-MR3040 in access point mode - ie Ethernet cable connection to the internet and the device providing DHCP addresses to wifi nodes.
But I find that the "router" passes dhcp through the device from the Ethernet connection - ie no routing at all - no NAT etc.
Is this by design? Does the device only route when a mobile isp dongle is attached?
