In Advanced Settings : VPN :
I can only see Open VPN and PPTP VPN connection but no IPSEC vpn connect
In Advaced Setting : NAT Forwarding : ALG
IPSEC Pass through is enabled

Try opening UDP ports 500 and 4500 in the destination device.
Also make sure this is enabled:
