Upon checking online: Canada Wireless Frequency Bands and Carriers, I didn't find AT&T here but most of the 4G bands for other carriers in Canada don't match with the M7650, you could also contact AT&T Canada to confirm which 4G bands are supported by their network/SIM cards

Do you mean AT&T SIM card in the USA?
The Mobile Wi-Fi allows direct internet connectivity via a SIM card, utilizing 4G data access. To confirm whether your SIM card is compatible with it, please check whether the supported network type and bands of the Mobile Wi-Fi matches with your SIM card.
Please check with your ISP which network type and bands are supported by your SIM card in your area, and then check the specification of the TP-Link Mobile WiFi device on TP-Link official website to find network type and bands supported by the device.
Note: The supported network type and bands are related to the device hardware, thus unable to be changed via firmware update.
For example, here is the 4G LTE band supported by M7650:
FDD-LTE: B1/B3/B7/B8/B20(2100/1800/2600/900/800MHz)
TDD-LTE: B38/B40/B41 (2600/2300/2500MHz)
