I've got my Son's computer as the only one where parental controls are enabled.

Under Internet Allowed Time:

The system DOES NOT shut off his internet at 11:00 or 9:00 as shown. We have to go in and manually pause it each evening, which requires us manually turning it on again the next day.

Please follow this guide for configuring the Parental Control. There are three examples at the end of the guide.

Make sure your son's computer doesn't use a randomized MAC address as described below, you need to disable it if it is currently enabled:
