Model: Archer VR400
Hardware Version: V2
Firmware Version: 0.2.0 0.9.1 v0070.0 Build 170719 Rel.63031n

I am trying to turn my archer vr400 into a switch. I don't currently need it to provide wifi or any WAN connectivity.

I want an ethernet cable going into it from my central Deco (which has access to the outside world), and from it into my peripheral Deco (I need more than one ethernet connection at that location)

Is there a list of steps to do that?

Set VR400 LAN IP address to be in your Deco subnet and disable VR400 DHCP server:

Disable VR400 Wi-Fi radio (both bands):

Now you can use VR400 like a plain switch (ports from LAN1 to LAN4).
