I made connection with 2 deco plus but the tirth deco upstairs can't connect with my iPad. The blue light is burning but I have to make connection with the WiFi, but it's because I don't have WiFi there I want to install deco. I already toke the deo downstairs and connect it with a installed deco but it did not help.

May I know the distance between the two Deco units? How about the Wi-Fi signal in the location of the second Deco? If there is no signal or very weak signal from the main Deco, there will be no possibility to build the connection. If you want to link the two Decos wirelessly, the second Deco should be able to get a good signal from the first.
In your case, you need to reloacte the two Decos and ensure they are in the wireless coverage of each other.
