TP-Link no internet access on startup

Hello.
i have a problem with my tp-link wr740n.
everytime i restart or power up may computer.
my internet is no internet access and the ip address is autoconfiguration ipv4 : 169.254.x.x
but when i unplug the cable on router and plugin again.
the internet is back.
everyday is happening this no internet access and the ipv4 : 169.254.x.x
i think cant connect my desktop to the router.
i'm already the mac clone. my router is dynamic ip.
