You can do that sort of thing with aftermarket apps that run as servers/monitors on your network and take action when conditions (like power usage) are met.

I'm pretty sure you can't connect the TP Link device to a wifi that uses an additional userid/password. In fact I haven't run across any smart switch that will. Perhaps you can setup a wifi bridge...
