@Fae It is configured with DHCP. In fact, the 'Layer-3 Accessibility' does the trick but I think a restart is required even though it doesn't say so. It worked after a restart.

@NBAus Answer my own post: forward port 161 to the LAN address of the router will do the job.

@jcouzy Found the same issue. Setting the limiting source IP other than 'Any' 0.0.0.0/0 would disable that rule. Fortunately, upgrading to the recent 1.1.0 TL-R605 firmware have it fixed.
