MY TP-link WR941ND doesn't forward the port

I have router TL-WR941ND
I also have ip camera and i give him static IP address 192.168.0.99.
I can access my camera from my LAN, on mobile laptop, desktop but not from outside of my network.
I setup port forwarding in the router, with a port 33445 and assign static IP 192.168.0.99 .
I checked and the IP of the camera is the one I entered in the port forwarding. also the port I chose match in both the router and the camera.
no matter what I do I can't access it from an outside network.
i checked canyouseeme port checker and its giving error.
I used the WAN IP which on the status page of the router.
and I made sure to write : the port I chose after.
still it doesn't work.
somebody can help me fix it? what should I do?
