Won't reset to default & can't set IP address

Firmware Version : 1.2.6 Build 131107 Rel.32149n

I can't set the IP address and it won't reset back to factory defaults. I have tried the reset in the management utility and also the hard reset on the device. When ever I try using the utility, it tells be that the IP address has been changed, reboots, but when it restarts I get an IP address of 169.xxx.xxx.xxx. Whenever I restart the device I get a similar IP address.
I have read that a random IP address will be allocated if there is a clash on the network, so I have disconnected the PC I am using from the wireless so it can't see the router and unplugged the router from the powerline network.
