HomeCare was rather short-lived and has been superceded by HomeShield. You don't get HomeCare on the newer router models.
If you are interested which (old) router models supported HomeCare, then go here https://www.tp-link.com/en/homecare/ and scroll all the way down to the bottom.

 

Judging the performance of the QoS feature is difficult. As far as TP-Link's router models made for "Home" use are concerned, I have actually never seen any comments like "The QoS of router A is better than the QoS of router B".

Sorry I can't say about TP-Link as I don't have experience with TP-Link devices.
