Note that the purpose of the QoS feature is to prioritize selected client devices, but not to actually limit the speed.
In the two entry fields for "download bandwidth" and "upload bandwidth" within the QoS menu the user is supposed to enter the true bandwidth provided by their Internet service provider (ISP), so that the QoS can do a better job of distributing the available bandwidth between the connected devices.

Is it not possible to enable QoS on your Archer AX12?

QoS is enabled and values can be entered, but I am getting more speed than I should on speed test or different test sites.

If you click on the v next to "This Article Applies to" on this webpage https://www.tp-link.com/en/support/faq/3299/ then you can see a selection of router models (take note of the particular hardware versions in brackets) that have the "Speed Limit" feature. (it limits the speed per device, not for the router as a whole)
Actually, there are already additional routers that are not listed in that article yet, but it is difficult to keep track of which models (and hardware versions) got the Speed Limit feature.
I can only confirm that the Archer AX53 V1 and the Archer AXE75 V1 with the latest firmware versions also got the Speed Limiter, because I own these two models myself.

@woozle do you have any recommendations for a router that has a speed limiter for the entire router?

I am not aware of an Archer router that can limit the bandwidth of the entire router at once. This might be only possible with TP-Link's "Business"-grade routers.
What I can do on the Archer AX53 V1 and the AXE75 V1 is to limit the bandwidth of the Guest networks at once.
