I connected a old device that only support 100/10mb ethernet speed to XE75, but both dhcp and static ip does not work. Does the port on XE75 only support 1000mb?

The short answer to your question is NO, the port will run both 100 and 1000 connections so this should work for you.
I have a few printers hanging off these that are 100 ports, never had an issue. Check your cable first and try a new CAT6 cable if possible. If you are having issue and can borrow a small 4 port hub, try connecting that to the Deco, then the device into the switch.
