I cant Port Forward i did everything right i made rules

First make sure that you have your public IP address on your Internet (WAN) port, otherwise this won't work:
The port-forwarding rule should look like this:
given the device to which you would like the port 27015 to be forwarded is with IP address 192.168.0.10 and the protocol is TCP.
If you receive any error message that the port is already in use just disable UPnP, reboot the router and try again:

@terziyski it says Error code:4937 The IP address is not in the same subnet with LAN IP address. Please input another one.

This error means that you've entered an IP address that is not in your LAN subnet i.e. my example was with 192.168.0.10 (192.168.0.0/24 subnet).
If your LAN is in 192.168.1.0/24 subnet you should put an IP address like 192.168.1.10 for example.
The basic rule here is that the first 3 octets have to match your router's LAN IP address - for example in the screenshot bellow it should be 192.168.0.X
For CS:GO Server on Steam to work properly you'll need to open the following ports on your router:
TCP: 27015-27030, 27036-27037
UDP: 4380, 27000-27031, 27036
