Firmware Version: 1.0.1 Build 200415 Rel.37464n

I've done the setup with it in close proximity to the router. Once done, I've moved it to a position that is on the very edge of the wifi signal but I plugged an ethernet cable in and it won't re-broadcast from the ethernet source, it continuously tries to grab the weak wifi signal and re-broadcast that.

How do I make it broadcast with the ethernet cable?

In AP mode, RE will transform the wired network to a wireless one.If you want RE to work as an Access Point, please refer to this instruction to set up an Access Point for RE:
https://www.tp-link.com/support/faq/1401/

 

Factory reset Re before you set it up: with RE power on use a pin to press the reset button until all the Leds flash once
