I have the connection set to Private Network and I have all of the File Discovery Options Turned on on both computers.

Have you already tried to access the other PC via its IP address instead of its computer name? (i.e. \\192.168.x.x)
If that doesn't work too, the next step would be to troubleshoot the Windows firewall. To rule out an issue with the Windows firewall you could temporarily (just for the duration of this test) disable the firewall and then try to connect. Don't forget to enable the firewall again after the test.
Do you run any other firewall/security software than the one included in Windows on your PC(s)?
