can not upgrade TL-MR6400

Hardware Version: V3
Firmware Version: 1.4.0 0.9.1 v0001.0 Build 180719 Rel.54048n
The router is saying there is an update. But it fails to download it – comes up with error. I’ve gone to your website to download it manually. However, there is no NZ and Australia option just takes me to global. Is the TL-MR6400(EU)_V3_181022 file the correct one?
