Bandwith Control not working - Archer C7 v2.0

I already took a look at the other posts but the only one with a solution was with a different router and asked to install a beta version of it's firmware, which won't work on mine.
I have my router configured as an access point and the reason I bought it was to be able to control the bandwidth so I could always have a minimum bandwidth on my PC (work). I added the necessary rules, trying to set a minimum for myself or a max for other connected devices but neither worked. I tried with both Bandwidth Control Settings enabled and disabled.
First I tried with WDS bridging (prefered) but since it didn't work I'm now trying wired. I also upgraded my firmware.
After several hours searching on google and experimenting, bandwidth control is still not working. My main test is to set my phone to a max of 1 kbps which should give a really crappy connection. But nothing, my phone's internet works as a charm.
Any ideas on how to fix this?
