WR841N EIRP, High Output?

It looks like me like version 10 and 11 have higher output and the Datasheet shows the following.
EIRP: CE: <20dBm(2.4GHz), FCC: <30dBm
Does anyone know if this is true? If so they are a decent upgrade over version 9 which is still saturating the market. I find it odd just how different the various versions are and seems like a gamble when purchasing. You may end up with an older lower end model or a newer faster model with better range. I wonder which version is the best overall. The newer versions also don't appear to support MIMO anymore.
