WPA4220 web service working only sporadically

Hardware Version : Not Clear
Firmware Version :
ISP :
Internet works normally, but I have trouble connecting to the web interface of the WPA4220...
Using http:\\tplinkplclogin.net does never work; typing the ip-address in the web browser works only about half of the time.
Any ideas what the reason might be ? Defective device ?
