Remote Management and Wake-up on WAN not working.

I have set up the DDNS and port forwarding for port number 9 to enable Wake-on WAN facility on a computer connected to my router. I am not able to access the router using the domain name or not able to ping the machine over the internet. I am also not able to access the Remote Management. I get the error "ERR_CONNECTION_REFUSED" when I try to access the Remote Management. And when I ping I get a "TTL expired in transit".
I have enable the Remote Management Web access in the router, including the telnet and ping facility, so that is not the problem. I am wondering if the fire wall is causing the problem? In V3 I do not have any control over the firewall.
