data rate problem

Firmware Version : 0.8.0 2.2
ISP : tedata
can any one help me my modem read data rate less than i paid for at my service provider
my data rate is 2048 and what modem read is 900 when i restart my modem the value change but never reached 2048
i tried my friend modem and his modem read 2048 so the problem from my tp-link modem
