Losing 3MB speed between router and PC

I would appreciate some help with a speed problem I have - I'm not terribly technical.
Problem: I appear to be losing approximately 2-3MB between the download speed my router is receiving and the speed my PC is receiving.
Setup:
- My computer is plugged directly into the router with a CAT6 cable (5 meters long)
- The router is plugged directly into the master socket using a filter
- There is one other phone in the house plugged in also using a filter
- The router is positioned 5 meters away from any other electrical devices.
- The router is receiving 13Mb consistent download speed from my ISP.
- My PC is receiving a consistent 10Mb speed from the router.
Things I have tried, with no success:
- I have updated the Network adapter drivers on my computer
- I have ensured both devices are auto-negotiate
- I have tried using 3 different computers entirely with the exact same results
- I have tried using 3 different CAT6 cables between the router and computer
- I have tried resetting the router multiple times
- I have updated the router to the latest firmware
- I have unplugged every other device on my network other than my PC
- I have tried changing the filter on the phone socket 2 times
- I have tried unplugging the other phone so the modem is the only thing connected to the phone line
- I have tried different length cables to connect the PC to the Router (0.5 meters, 1 meter, and 3 meters) all with the same results

Here is a picture, which shows that the speed the TP-Link router receives is much faster than it will give to any device connected to it
It's confusing me because I don't know what comes next. The speed the router gets is simply much faster than what it will give any device that's plugged into it.....I'm not terribly technical as I said, so I'm stumped!
