How do i use TL-MR3220 and s3 mini to extent The Cloud (free wifi

I can receive The Cloud (free wifi) from a pub across the road however only at one spot near the window. I would like to have it in the living room. At the moment i am using galaxy s3 mini with 3 m usb cable to the laptop (not very portable).
Question 1 Can i tether the s3 mini (receiving the cloud wifi free) to the MR3220 and then share the connection from the router wifi to the living room.
Question 2 Can i use only the MR3220 to repeat the signal.
