IPsec function not in Archer MR400

When i check MR400 specification and it show that having VPN IPSEC but when i purchase it, this function not available.
Please advise and provide me the solution as soon as possible
Model: Archer MR400
Hardware Version:v4.3
Firmware Version:1.3.0.0.9.1

Unable to upgrade the firmware. show error 4503 The Uploaded file was not accepted.
may need MR400 V4.30 APAC (Asia Pacific) version

The APAC Firmware Version you send me is older than Firmware Version: 1.3.0.0.9.1
Firmware Version for APAC you give is 1.2.0.0.9.1
