XE75 Pro + Pavlov fiber internet modem

I’m tech savvy and I can’t get the XE75 Pro to complete its setup.  On the last step where you proceed after setting up a name and password for your network, it’s setting up, then it hard stops into a red light and won’t finalize its connection.  
 

I’ve tried all 3 units it comes with, I’ve tried every Ethernet port available on them, changed cat5e cables, I've turned off the modem and units over several attempts, used the reset button on the units, and every other possible variable i can think of I’ve tried.  I even tried public dns settings.  I followed the set up directions carefully and app proceeds every time until where it stops at setting up the connection.  When I close the app and re-open to get into the settings it looks like it’s not getting any ip address info.  
 

The old WiFi router and my laptop works when I plug them back in to the modem.
