The behaviour of the TL-WR902AC depends a lot on the operation mode.

So you might want to tell us which one of the five modes you are trying to set up.

Depending on the situation you might have to access the admin webpage via 192.168.0.254.

I have determined IT DOES need an internet connection to do admin mode once the password has been set.

I don't know why it cannot resolve a local router address 192.168.0.1 without being connected to the internet.

My last TP-Link router was able to do this fine as well as all of my other routers.
