Verify the service that uses port 25565 is actively running on the client device you are forwarding to.

 

If the client device you are forwarting to has a firewall, then verify port 25565 has been opened on that firewall, specifically for remote clients.

 

Also, if the service using port 25565 is a somewhat unique type of service and you are using a generic port checker website to check if this port is open, then the service might not actually reply to the (wrong) requests of the port checker website.

This minecraft port and its active,

and the website of port checker is not generic website because my friend cant connect to the minecraft server 

and the ports on firewall are open

Is the IP address that is assigned to the Archer AX20's "Internet" (WAN) connection a public IPv4 address or is it perhaps a private IPv4 address?

 

A private IP address would be an IP address falls within the following segments (address spaces) of IP addresses. These IP addresses cannot be routed over the Internet.

10.0.0.0 - 10.255.255.255
172.16.0.0 - 172.31.255.255
192.168.0.0 - 192.168.255.255
100.64.0.0 - 100.127.255.255
