Archer VR400 V3 EU - Upload speed is half of expected

Hi all
Just bought this model to replace ISP Modem (rent plan), and got surprised with upload speed
I get only from 1.5 to 1.7 mbps, my ISP provide 3mpbs (yeah i know, not a lot, that's what we have in our area)
Already installed last firmware, made factory reset, tried to turn off WiFi, FW & DOS protection, QOS is also off,
Parent control is off - just nothing, not affect of the upload speed at all.
Use wired connection to the desktop, also tried to check with short RJ11 cabel (1 meter) that comes with the router - without success - same results

Hello David. Yeah i still have an ISP modem, model HT-138S, when i connect him back, i get 3m/s upload, not less, connect again VR400 and not more than 1.7. Tried also to change ISP config to another country - without success - same results.

Contacted our local support for TP-Link products and explaned the issued, they send me link to the firmware
Later gonna check the beta version of firmware, i'll update
--- Update #2: After making update from beta firmware - without success, tried factory reset and again to config - same results
