I'm attempting to open port 44158 for a Bobcat 300 helium hotspot and I'm unable to

Error message is "Conflicting with existing port: 44158. To avoid conflict, please enter another value."

I've opened command prompt and ran netstat -ano -p tcp on and did not find the port in use anywhere

I also tried netstat -ano -p tcp |find "44158" to no result.

Can anyone assist here? 

I have no other forwarding rules in place and cannot figure out why I'm getting a conflict
