Confirm your Tether app and RE's firmware are both up to date.
May I know is there any device that already connected to RE by WiFi ? It is possible that router's wifi is not that week so clients are still connected to router. You could change the SSID for range extender and manually connect your laptops phones to range extender and see if there any client show up?
