Is it best to use my Deco E4 system as an access point rather than router?  I am on 500Mb broadband and can only get speeds up to 80Mb when the Deco system is the router?

Deco E4 has 100Mbps ethernet ports.

Yes, Deco E4 has 100m/s Ethernet port and Deco M4 would be a better solution for you.
