Parental control (web) only working on the computer and not phone.

I'm trying to set up Parental control on my deco m5,
I know technology, so please don't guide me through basic steps. The Parental control is set up Correctly!, all the devices are selected, all anti virus features are on.
Currently to test I blocked pornography sites and the TikTok app.
Going to both my Desktop PC and both my laptop, (PC connected via cable from the deco's other port, laptop connected via WiFi) Both block app pornography sites I tried connecting to. great! BUT. On my s9+ phone running the latest android it just refuses to work. No pornography website is being blocked. BUT, TikTok does get blocked. So the control's web only works for me on the computers and not phone. I'd love to get help with this. BTW I selected hardware version V1 because I could not find where is the number, and I don't see why would it be relevant. The deco updated to the latest version. And also, manually entering a website (like Omegle.com) Doesn't work and it's still accessible from every device. And also I don't have any more devices to test the control with. I just need the same control that works on my laptop and PC to work on my phone. That's it! I'll live with Omegle.com accessible, just please help me with the other problem. Thank you.
