Is there any way to see a list of devices that have connected to my router, not just the ones currently connected?  Is there any way to log devices that connect?

Sorry to tell you that the Tether app and web UI list the online devices only. 

 

And there is no other way to see a list of devices that have connected to the router, including the offline devices.

I know the list is accessible from "somewhere".  The TP-Link integration with IFTTT has a "widget" that allows one to alert when a particular device connects.  And the dropdown list is not just the devices currently connected to my wifi.

With IFTTT, we can get all devices that have connected to the TP-Link router, but there is no option to get the list of devices from Archer C5400 directly.
