For the difference between router mode and access point mode of Deco, please refer to https://www.tp-link.com/support/faq/2399/ .
When it works as an access point, it is used to boost the signal, theoretically, it can work behind a router with VPN server enabled.

No, it is not true.
The Deco M9 plus supports router mode and AP mode, both operation modes support mesh feature.
And except the main Deco need connect to the modem/router by wired cable, the slave Deco can connect to the main Deco by wired cable or wireless.
May it help.

@Kevin_Z Thanks Kevin, it helps and i would like to double check if Deco M9 plus connects behind a vpn router as access points, will Deco M9 plus lose any wifi coverage ability or any other functions if they were router mode instead of AP mode? Also can vpn function smoothly with this setup?

@Kevin_Z Hi Kevin, someone told me that Deco 9 plus cannot function as AP with mesh coverage and actually Deco cannot connect on wired lan, it can only connect on wireless and router mode, is that right? Thanks

@Kevin_Z that ' s helpful and reassuring thanks Kevin, so if Deco 9 plus on AP mode still can function as mesh with wide coverage on same SSID and all traffic can go through the router's VPN server as well right?

When the Deco works as the router mode, the VPN passthrough is enabled by default; so the clients can send/receive data to the VPN server.
When it works as the access point, actually it can be regarded as a normal client/local device but with network broadcasting function, it will be the same local network as the router with VPN server enabled.
You can give it a go by installing them first.
