Archer C3200 low download speed & latency

The C3200 I have has terrible download speeds (< 500kb/s) and randomly the latency peaks in the thousands. There's also a chance that the connection will disappear for a minute or two.
The setup I use:
Modem is always connected to the internet and doing fine. Never had issues with it. Then I have an ethernet cable to the router that goes in the blue (WAN) port.
When using the modem the speed is as it should be, but somehow the router slows it down by like 90%. Also the router and the modem do have DHCP enabled - but the ips are slightly different so they don't interfere with each other.
I also have to add that the router was performing better a while ago, but still not optimal.
