The TP-link Router TL-WR940N that I bought does not have SNMP for my ISP to monitor the status of our Internet link. What can I do in order for our ISP to monitor our Internet link.

Your ISP can monitor your Internet connection by pinging TL-WR940N WAN IP address for example:

 

 

Just make sure that this setting is not enabled:

 

 

If your internet connection is down (there's no IP address on the WAN port), the echo request would not receive an echo response.

Do you have any other equipment before your TL-WR940N like ISP modem router, firewall etc. ?

Your ISP should be able to ping your router WAN IP address from their network without any special configuration.

Apart from that, you won't be able to create an access list with these parameters on your TL-WR940N.

terziyski, Thank you, great. I have informed the ISP of this and now they saying I create an add access list, source 41.63.32.0/24 destination 155.0.38.3 and I am ssceptical, will they not have access to my Router if I allow this traffic
