I am trying to connect USB ftp via internet. However, only works if i connect to my network. If i use external network (cell phone), it cannot be accessed.

Make sure that your Internet IP address corresponds to your public IP address:

If they are different then that's the problem, you may be behind a CG-NAT or your Internet IP address is a private IP address.
