Changing DNS when your DNS is not working
So, when your DNS is not working you can't change your DNS to another one (i.e. Google DNS) because ... well ... your not working DNS is not working.
If you connect via 4G you can't change anything about the IP configuration.
So you can't fix a broken network until it is not broken. This is by far the most ridiculous design I have seen in my life.

Do you mean the Deco M4 network may be temporarily down and you are not able to change its DNS settings? If that is the case, you may confirm first if your network line is stable and the issue is caused by the unstable DNS connection, otherwise, changing the DNS settings on the Deco network may not help.
Even when the internet is down, you can still access the Deco app to change the basic settings, such as DNS, when your phone is connected to the Deco Wi-Fi.
