You can try to use the command of "tracert 8.8.8.8" to check where the data loss. Also can try to disable web filter item temporarily for check if related to web filter feature.

CPU issue is complicated. You can try to upgrade the firmware again (20190227 upgrade to 20190227). Maybe it will refresh your CPU usage.

@Bandwidth The latest version for R480T+ supports to choose WAN ALL. If you are using the old version, you may need to set multiple entries for each WAN.
