He's probably use a 2-pair CAT5 cable. Check the LAN PoE cable, is it 4pair or 2pair Cat5? 2pair LAN cable wont works on PoE devices.

60m max of UTP/SFTP 4 pairs 24awg cables are recommended... 2pairs cable or more than 60m wont support POE..
