TL-1043ND ARP Binding

Up until recently, I was using a static ip configured with ARP binding that allowed me to wake my MacBook over the internet and Remote Desktop from my iPad. Don't know what's changed but I can no longer connect to the internet with my static ip. What's strange is if I unbind my static ip from within the ARP binding settings I can connect again, if I bind again I can't. Any light that could be shed would be greatly appreciated.
