Bandwidth control not working in WR841N

Firmware Version : 3.16.9 Build 141013 Rel.61626n

Hi,
I went through some of the threads but didn't get an answer for my query.
I have WR841N model and I am trying to apply bandwidth control for wi-fi users.
I have done all the settings as required but still people are getting high bandwidth for which i have set only 512Kbps as maximum.
Could you please let me know is it a known issue with this firmware (3.16.9) version?
