Lag spikes

I have a couple of TL-WN727N v3 wifi adapters running on Windows 7 Ultimate 64bit.
I am constantly having lag spikes when I use these adapters.
the latency to my router
at worst it is 2000ms spike.
The wifi signal is strong (-45db) and I even tried to connect to different routers at my friend house, but the problem is still the same.
I tried all of the available drivers on http://www.tp-link.com/en/support/download/?model=TL-WN727N&version=V3
however the result is still the same.
Is there anything I can do with it?
