That's the ISP who makes that. Contact them and ask if they are giving you a public IP address on your modem.

Another way to check that is to google in a browser "what is my ip address" and see the resulting IP address.

Compare this IP address with the VR2100 internet IP address and if they are different, that means you're behind NAT and port-forwarding won't work for you.
