I have 3 Deco XE75, but only 2 works together

I have 3 Deco XE75, but only 2 works together
I have a 3-Pack Deco XE75 v2.6 and all of them are updated with latest version of firmware (Deco XE75(US)_V2.6_1.0.0 Build 20220927)
The main Deco 1 is always working, but the other 2 never working together, when I set up as Wireless Backhaul.
When I power on Deco 2 first, the Deco 3 can't connect and is offline (blinking red), if I power on Deco 3 first, the Deco 2 can't connect and is offline (blinking red).
In my test, all the Decos are 1 foot away.
I reset all of them and used each one as main Deco, but the problem remains.
The only way to all 3 Decos work together is on Ethernet Backhaul mode.
Any ideas?
