How to get Deco W3600 into FTP Recovery Mode

Initial Issue
I noticed that my satellite Deco was not connected to my main Deco in the Deco app. Upon inspection of the unit itself, it was apparently stuck in some kind of boot loop Yellow Flashing > Red Flashing > Solid Red > Reboot.
Troubleshooting Steps
In App
The app was not able to connect to the satellite deco to perform any kind of reboot or update.
Hardware Reset
I attempted a reset of the Deco by holding the reset button for 1 second, but this did not change the behavior.
I tried to reset the Deco by unplugging it and reconnecting it. This did not change the behavior.
I held the reset button in for > 10 seconds which caused a solid green light, but the Deco is not properly connected.
Firmware Re-install
I tried both methods listed here (https://www.tp-link.com/us/support/faq/2958/) but I could not get the W3600 into tftp recovery mode nor could I access the web UI. I also came across this article,(https://www.tp-link.com/us/support/faq/1599/#:~:text=Step%201%3A%20Go%20to%20the,latest%20firmware%20on%20your%20computer.) but I was unable to use any of these methods either.
Next Steps...
I am hesitant to do anything with the main Deco, because it seems to be working normally. I am hoping to find out how to actually get the broken satellite Deco into recovery mode. Any suggestions are appreciated.
