Thanks for reaching our to us.
Have you purchased VPN service from Surfshark vpn server?
What do you mean by "setup this router as a Surfshark vpn server"? Do you want to connect TP-Link router to Surfshark vpn server?
If yes, you can configure the settings through Internet Connection Type on web management page.
Step1: Login to web management interface
How do I log into the web-based Utility (Management Page) of TP-Link wireless router?
Step2: Go to Basic>>Internet>>choose L2TP or PPTP as Internet Connection Type, and enter username and password.
Note: Our our router doesn't support encrypted VPN connection. If Surfshark provide you encrypted VPN connection, then it will not work with our router.
How to identify whether the VPN connection is encrypted or not? Please refer below:
L2TP: Apart from user name and password, if ISP provides another info, such as pre-shared key, this connection is encrypted.
PPTP: If ISP mentions MPPE encryption, this connection is encrypted.
