Hotspot Wi-Fi is not as stable a Router Wi-Fi, so it is recommend use RE with a Wi-Fi router if possible.
Was RE able to see the hotspot Wi-Fi during the set-up? How about the LED status on RE after the set-up?
You could try to set a different or simple Wi-Fi password for hotspot and see if that helps.
When RE set up failed, please check if iPhone hotspot is still broadcasting and working fine.
